The Second National Communication Preparation Workshop Completed With The Participation of The Project Administration
The workshop targeting the share of experiences, consultations with the partner countries who finalized their Initial National Communications together with National Inventory Reports were held in Georgia. The countries which were not included in ANNEX-I and also Turkey were welcomed by the workshop which was hosted under the umbrella of National Communications Support Programme (NCSP), UNDP/UNEP and GEF.
Workshop on (Peer) Review of National Inventories and Uncertainty Management,
Tbilisi, Georgia, 24-25 October 2005
We are pleased to make this 2nd announcement for the fifth workshop under the regional project, “Capacity Building for Improving National GHG Inventories” (RER/01/G31). The workshop is planned for 24-25 October 2005 in Tbilisi, Georgia. The main goal of the workshop is to assist countries in completing immediate objectives of the project.
The main objectives are to continue with training on implementation of Good Practice elements in National GHG Inventory Systems, particularly:
- (Peer) review of national inventories
- Presentation of countries’ progress and discussions on:
- Improvement of emission factors and/or activity data in project key sources and
Implementation of Good Practice elements into national inventories;
- Documentation of Inventories (Manuals, Archiving)
- Developing LT-ST Strategy Programs including QA/QC plans
- Key source analyses, Uncertainty assessment (update)
3. Identify potential obstacles in project performance and countries needs for assistance to ensure that all countries can successfully complete all deliverables in line with project document
Initiation Workshop in Support of the Preparation of Second National Communications from NAI Parties

Background
More than twenty developing countries have initiated the process of preparing their Second National Communications (SNC) following a stocktaking exercise and stakeholder consultations. The National Communications Support Programme (NCSP), a UNDP/UNEP/GEF programme, is also initiating its activities to provide technical assistance to countries in the preparation of SNCs. Early efforts in selecting the appropriate implementation strategies for the different components of the national communication are crucial to the success of the SNC process.
Objectives
Specific objectives of the workshop are to bring together country team coordinators and resource persons to work through, among others, the following technical aspects of the implementation strategies for the SNC:
- The technical elements and reporting obligations under each component of the national communication;
- Strategies to implement the priorities identified in the stocktaking and stakeholder consultations;
- Plans to address data gaps and resources allocation for the improvement of data collections in response to priorities and needs identified;
- Information on methodologies and tools available to carry out the technical studies;
- Mechanism to ensure adequate and effective technical assistance;
- Linking climate change issues with national development priorities;
- Institutional arrangements for the sustainability of the national communication process.
The workshop will also serve as an opportunity to initiate a knowledge management framework under the NCSP to disseminate information, lessons learned and best practices.
Workshop Strategy
The workshop will present practical examples on how the national communication can be set up from the outset to ensure a successful implementation and the political support required for country ownership. Panel discussions will identify needs for technical assistance.
Countries will have the opportunity to give presentations on lessons learnt from INC experience and outcomes of stocktaking exercise and stakeholder consultations. As a general guidance, country presentations may cover the following:
